In line with the UP System’s continuous push toward digital governance, transparency, and operational efficiency, the System Supply and Property Management Office (SSPMO) officially unveils its triad of enterprise systems: GAMIT, SUPLAY, and LIPAD.

In line with the University of the Philippines System’s digital transformation roadmap and commitment to transparent, agile governance, the Office of the Vice President for Administration (OVPA), through the System Supply and Property Management Office (SSPMO), officially rolls out its integrated suite of institutional management portals: GAMIT, SUPLAY, and LIPAD.

Accessible via the central SSPMO Digital Portal (sspmo.up.edu.ph), these enterprise systems modernize how constituent universities and system offices track capital assets, requisition internal office supplies, and coordinate official government travel.

1. GAMIT: Real-Time Asset Tracking & COA Regulatory Compliance

GAMIT addresses long-standing challenges in institutional property accounting and physical inventory audit across the UP System. Key capabilities include:

  • 4-Dimensional Asset Intelligence: Monitors items across Property Identification (barcoding/QR codes), Valuation (depreciation modeling), Lifecycle (warranty, maintenance logs, and safe disposal), and Government/COA Fund Accounting (UACS coding and PPE categorization).
  • 9-State Property Acknowledgment Receipt (PAR) Workflow: Replaces manual paper routing with a tamper-resistant digital state machine spanning inspection, validation, and release, complete with cryptographically secure digital signatures.
  • Service & Maintenance Logs: Centralizes equipment history, calibration dates, and repair costs to maximize the functional lifespan of university facilities.

2. SUPLAY: An Intuitive Virtual Marketplace for Supplies Requisition

Drawing inspiration from modern e-commerce platforms, SUPLAY re-engineers traditional supplies management into a seamless, user-friendly digital marketplace:

  • Internal E-Commerce Experience: Departmental property custodians can browse real-time warehouse inventory, add stock to their virtual cart, and submit digital Requisition and Issue Slips (RIS) within minutes.
  • Annual Procurement Plan (APP) Integration: An intelligent allocation engine cross-references monthly requisitions against the approved APP to prevent unauthorized stock drawdown and departmental budget overruns.
  • Service Level Turnaround Tracking: Automates lead-time monitoring from order submission to warehouse dispatch, enforcing strict Service Level Agreements (SLAs) under ARTA standards.

3. LIPAD: Simplified Official Travel via the Government Fares Agreement

Under the Procurement Service – Department of Budget and Management (PS-DBM) Government Fares Agreement, LIPAD standardizes and expedites airline bookings for official university business, academic conferences, and fieldwork:

  • Direct GFA Coordination: Connects UP travelers directly to discounted government fare tiers and waived rebooking charges.
  • Automated Travel Authority & Itinerary Approvals: Streamlines the travel coordination pipeline from unit endorsement to ticket issuance.
  • Fiscal Liquidation Transparency: Eliminates out-of-pocket ticket expenses for personnel while generating unified accounting reports for the Accounting and Cash Offices.
